Each Branch should still have direct affiliation and communication with Headquarters in London, and direct representation at the Annual Council. The Union, as a Union, to elect Representatives on the National Executive Committee, and to be represented at the Annual Council by its President, provided always that this in no way interferes with the direct representation of the Branches. District Unions within the County Unions may also be formed when desired, on the same lines as the County Unions, and forming an integral part of the County Union. District Unions should not have any direct representation as Unions at the Annual Council, but may send delegates to any County Conference. The order of our work would thus be as follows :—(i) The National Association, composed of all the Branches in the nation; (ii.) The County Union, composed of all the Branches in the county, and to be represented at the Annual Council by its Preside nt ; (iii) The District Union, composed of all the Branches in the district, not entitled to send delegates to the Annual Council, but entitled to send one delegate for every Branches to the County Conference ; (iv.) The Local Branch, entitled to send one delegate for every or less members to the County Conference.
