20 21 V.—NATIONAL EXECUTIVE COMMITTEE. The National Executive Committee shall be called together just before the Annual Council to consider business relating to the Council, and also just after, chiefly to consider business arising from the Council. No Superin- tendent shall appoint any permanent Associate or Lecturer for her Department without bringing the names before the Sub-Committee for approval. be XII.—REPRESENTATION ON THE NATIONAL EXECUTIVE COMMITTEE. Section 1.—Any County, the aggregate number of Members in which is not sufficient to entitle it to representation on the National Executive Committee, may, by the vote of delegates duly appointed by the Branches in that County, at a meeting con- vened for the purpose, unite with a neighbouring County or Union, and so secure representation. Section ii.—E.Lection.—Each County or Union shall elect its own Representative or Representatives by ballot at an Annual Meeting composed of Delegates from each branch in the County or Union, at the rate of one Delegate for every 25 or less members. Branches which have made no return of member- ship shall not be eligible to vote at the Election Meeting. Vacancies shall be filled up by the County or Union in which they occur. This Annual Election Meeting shall be called by the Secretary of the County Union. If no County Union exists, it shall be called by the Secretary of the Branch in the County containing the largest number of Members, unless arrangements shall be made by this largest Branch with the Secretary of some other Branch to fulfil the duty. The Secretary must state on the Call that the meeting is for the purpose of electing Representatives on the National Executive Committee. Section iii,—INFORMATION.—It shall be the duty of Headquarters duly to inform the Secretary of each Union, or of the largest Branch IX.—LITERATURE. No nomination may be made without the consent of the person nominated. These nominations must be sent at least one month before the Annual Election Meeting to the Secretary calling that meeting. Section v.—Mobe oF Votinc.—All voting for Representatives on the National Executive Committee must be by ballot.
