Association as countries, and not by Branches, the representation
shall be one representative for every 2,000 members.
In the case of South Wales, which is as yet only partially
organized, it is proposed that for the present it shall be treated
as one County, and shail have representation on the same basis
as a County or Union.
Section viii.—“ Y” REPRESENTATION.—It is proposed that the Y’s
shall have representation for the present on the basis of one
Representative for every 800 Members, counting them as a
whole.
These Representatives shall be elected at an Annual
Y Election Meeting called for the purpose by the Hon. Gen.
Sec, of tine uy Ss:
Section ix.—Loyal Temperance Legions shall have representation on
the National Executive Committee for the present on the basis
of one representative for every 1,000 members, counting them as
a whole.
‘These representatives shall be elected at an annual
L.T.L. Election Meeting, to which the L.T.L. Superintendents
shall be called by the National L.T.L. Superintendent.
XIIL—WORLD’'S
MISSIONARY
DEPARTMENT.
Inasmuch as the Department of World’s Missions has been formed
expressly to raise funds and to induce the Branches to contribute to the -
support of White Ribbon Missionaries in distant lands, the Superin-
tendent shall be allowed to remind the Branches of the existence and
purpose of this Department, and to invite contributions from them once
during the year.
XIV.—MEMBERSHIP.
No
Member
can
be
reported
as
a Member
of more
than
one
Branch. If attached to a second Branch she can only be an unreported
Member of the same.
XV.—WHITE
RIBBON
BANDS.
The membership of “ White Ribbon Bands” shall be recorded at
Headquarters without payment of an Affiliation Fee, such bands not to
have representation at the Council or on the National Executive
Committee.
XVI.—MEETINGS
OF
THE
SUB-COMMITTEE.
The General Officers shall be authorized to call the Sub-Committee
whenever any urgent business in the interim of the National Executive
‘Committee meetings shall require it.
CONSTITUTION.
I.— NAME.
Mints Society: shall be known as the cs. oe ele + Young
Women’s Branch of the British Women’s Temperance Association.

Il.—OBJECT.
_ The object of the Society is to plan and carry forward measures
which will, by Gop’s blessing, promote the principles of Total
Abstinence among young women.
II].—AFFILIATION.
Y Branches or other Young Women’s Total Abstinence Societies
may be affiliated to the National B.W.T.A. by the payment of an
Affiliation Fee of 2s. 6d. for every fifty or fewer Members.
IV.—MEMBERSHIP.

Young men may be elected Honorary Members of any Y Branch
by a two-thirds majority vote of its Members, and by signing the pledge
and paying the same Membership Fee, all of which shall be devoted to
local work.
Young men cannot hold any office, nor are they entitled
to oe but they can serve on Committees and assist in departments of
work.
V.— OFFICERS.

Committee.

upon the local B.W.T.A. Branch.

VI.—DUTIES OF OFFICERS.
President to preside at all meetings of the Y Branch, supervise its
general interests, and, with any three Members of the Y Branch, to call
Special Meetings, due notice being given to the Members.

Vice-Presidents to perform all the duties of the President in her
absence, to preside at meetings as the Y Branch may elect, to assist the
President in arranging and carrying out plans for the benefit of the Y
Branch.
They shall also endeavour to gain the co-operation of other
young people.
Corresponding Secretary to conduct the correspondence of the
Y Branch, and to report to the local Superintendent appointed to
