31 30 Organization Committee—In addition to the General Officers (ex-officio), Mrs. Crosfield, Mrs. Reed, Mrs. Griffiths, and Mrs. Ward Poole were appointed. SysTEMATIC In North STUDY OF THE the June meeting, the Walsham Branch on the TEMPERANCE QUESTION. following resolution, placed by agenda for the Annual Council, the not having been reached in the Council, was brought forward and discussed : “That this Council of the N.B.W.T.A. is of opinion that the B.W.T.A. would become a greater power for good in the land could the regular systematic study of various sides of the Temperance reformation be more generally undertaken by the Branches ; and, for the furtherance of this end, suggests the publication of Topic Cards and Monthly Addresses for the use of the Branches.” This resolution met with hearty approval, and it was resolved to refer it to the Special WAtte Ribbon Committee, with a view to having something of the sort published in the paper. In the same Committee carried :— on meeting the following resolution, the Council agenda, was placed proposed, by the Agenda seconded, and “That examination papers be prepared on various phases of the Temperance question, and that members of the Branches be invited to compete; prizes to be awarded to the best papers.” In the September meeting, Miss Slack, on behalf of Committee, reported that arrangements had been Tinling to write a series of articles on the temperance which would be of value to the Branches. In this same meeting it was moved, seconded, and the White Ribbon made with Miss work in America, Slack was appointed, with Miss In the December meeting, Miss Slack gave a report of the special Committee appointed to consider the question of examination papers, and stated they had decided it needed further consideration. It was moved, headquarters seconded, and carried :— “ That the Committee be continued.” In this same meeting the following recommendation from a conference on December ist, was moved, seconded, and In the February meeting Miss Slack again presented the report of this Special Committee, and moved the following resolution, which was seconded by Miss Cadbury and carried :— “That the National Executive Committee authorize the issue of the prospectus of the Temperance Collegiate Examination Board to all Branches of the N.B.W.T.A., with the suggestion that each County or District Union should endeavour to form an examining centre for its Branches,” Woman’s SUFFRAGE AND WoMEN ON Pusric Bopies. In the June meeting the following resolution, left over from the Council agenda, was moved, seconded, and unanimously carried :— “That this Council is of opinion that it is to the best interest of the whole community that the Parliamentary Franchise be extended to women, believing that such a measure would raise the position of women, and promote the progress of social reform.” In the December meeting Miss Bertha Mason moved the following resolution, which was seconded by Mrs. Bright Clark, and unanimou sly carried :— ‘‘ That in view of the proposal of the Government to entrust the control of education to County and Borough Councils, this Committe e urges the Government to introduce without delay a Bill to amend the Constitution of County and Borough Councils, so as to enable women, married Councils.” or single, to be elected to and to serve on these Mason stated that she had ascertained that the Women’s Local Government Miss Slack, Miss A. Miss Hannah Cadbury.as alternate. at “That the Department for Scientific Temperance Instruction in Schools be placed in charge of the Special Committee on Temperance Examination Papers until a National Superintendent be appointed, and that Mrs. David Richardson be added to this Special Committee, and that the Committee have power to add to their number.” Miss carried :— “ That as a resolution ve examination papers was passed at the meeting in June, a small Committee be appointed to formulate plans and report to the next meeting.” Mrs. Osborn, Mrs. Crosfield, Cadbury, Miss Swankie Cameron Miss Slack reported that the Board had asked the N.B.W.T.A. held carried :— Society proposed to send a memorial to the Prime Minister urging the Government to introduce a Bill into Parliame nt this subject early next Session. And she requested the N.E.C. authorize her to ask the President to sign this memorial on behalf the N.B.W.T.A., or should the health of the President not permit, Hon. Secretary. This was unanimously agreed to. Mrs. Emmett moved, Miss Cadbury seconded, and it was carried on to of the :-— “That in the event of the Prime Minister consentin g to receive a deputation from the Women’s Local Government Bertha Mason, the Superintendent of the Departme Society, Miss nt for securing the return of women on all Local Governing Bodies, should represent the N.B.W.T.A. Mrs. Boden suggested, and it was agreed to, that in the event of two representatives being allowed, Mrs. Tompkinson, the Superintendent of the Political Department, should be added.
