representative character of the World’s W.C.T.U. may be
maintained
by continuing to give the Executive Committee the control
over all
matters affecting the Constitution, thus giving the various
countries
constituting the World’s W.C.T.U. equal power and control.’

this is not agreed to, and if it is decided to give to the
open Con-
vention the power of dealing with constitutional matters,
one country
alone might have full control, as the delegates from one
country
might in the future, as in the past, considerably outnumber
those
from all the other countries combined.

“That this Committee earnestly urges all Branches of our Associatio

observe the 17th of February, which is the World’s
W.C.T.U.

W.C.T.U. Missionary
Day, and as a special occasion for adding new members.”
It was also moved, seconded, and carried :—
“That a World’s W.C.T.U. Missionary Meeting be held
on Wednesday
evening, May 27th, in connection with the Annual Council
Meetings.”

In the September meeting resolutions from the
Surrey Union, and
also from the Bradford District Union, regarding
the importance of
some change being made in the conduct of the busines

Meetings in order to avoid the confusion that had
sometimes occurred,
