70 Brackett, Mrs. Davison, Mrs. supported Mathews, Miss by Hugin, Mrs. and others, and opposed by Mrs. Price Hughes and Miss Slack. On the motion of Miss Gorham, seconded by Mrs. Boardman, the resolution in the following form :— “That this Council is of opinion that it is important that the use of non- alcoholic wine for Communion purposes should be kept prominently a large and the Branches,” aide before the members was carried by majority, and on being put as a substantive resolution was carried unanimously. The meeting was called to order at 10.30 by Lady Carlisle, and prayer was offered by Miss Phillips. The minutes of the Thursday afternoon sitting were read and adopted. Returning Officers and Tellers distributed the forms for the nomin- ation of officers. Mrs. Clarkson read the ‘‘ Y” report. Mrs. Lile and Mrs, Tomkinson moved the adoption, which was carried. Lady Carlisle expressed very hearty thanks to the Hon. General Secretary and her co-workers. Lady Carlisle received a bouquet of Malmaison carnations from the Scottish delegates and representatives on the National Executive Committee, and in thanking them expressed the hope that the Scottish Temperance Women would always remain closely allied to the N.BEW. DOA. Fairs AND HririnG Farrs DEPARTMENT.—Mrs. Osborn explained that there was no Superintendent for this Department, and moved that Mrs. Tomkinson be appointed. Mrs. Pearsall Smith seconded, and it was carried. PoxiticAL DEPARTMENT.—Mrs. Tomkinson read this report, the adoption of which was agreed to, on the motion of Miss Phillips and Miss Johnson, the former remarking on the large amount of literature on the Licensing Bill which had been distributed through the generosity of the President. Mrs. Crosfield accentuated the immense assistance thus given to the work through the far-sighted and generous policy of the President, and also referred to the efficient aid furnished by Miss Hunt and the Office staff, on whom the heavy burden of despatching the literature had fallen. Lady Carlisle joined in this, and also spoke with appreciation of the work done by the Branches in distributing the literature. Lady Carlisle then earnestly addressed the Council on the import- ance of having an electoral policy, and after giving a resumé of the political work done in the past by this Association, urged the members to be ready for the next election. Later on Mrs. Tomkinson moved, and Mrs. Judson seconded, the following resolution, which was carried :— “That this Council instructs the N.E.C. to draw up a list of questions embodying an electoral policy for the N.B.W.T.A., and recommends that efforts should be made by the Branches to obtain pledges from Municipal and Parliamentary candidates that, if elected, they will, by voice and vote, further the objects of the N.B.W.T.A.; and this Council further urges the Branches and their individual members to give their strenuous help towards securing the election of such Councillors and M.P.’s as are pledged to the essential principles of the N.B.W.T.A.” Mrs. Powell here asked leave to wish Mrs. Harrison Lee “ Many Happy Returns,” it being her birthday. Mrs. Lee briefly thanked the members. Anti-Opium DEPARTMENT.—Miss Rachel Braithwaite, Superinten- dent of the Opium Department, then gave her report. Mrs. Jones, in moving the adoption of the report, also moved that every branch be urged to form an Anti-Opium Department. Further discussion was postponed.
